Regalia was a courier group, active in 1994.
They were likely headquartered around Ontario, given they shout out "all our local 4i6/9o5 groups" - those two area codes are specifically in Ontario.
In September 1994, they announced the group PiRO had merged with them, welcoming Special FX, Internal Damage, Bhangra Bass, Pro hacker and Beach Bum as new members from that group, as well as Grimlock (ansi), Liquid Plumber (sysop) and Jugger Grimrod (sysop).1
