PHAT2 took place in the abandoned "Valsts elektrotehniskā fabrika" (VEF) factory in Riga, Latvia. It was a demoparty combined with a large electronic music festival, featuring DJs, VJs and live acts from all over the world on two floors (for the musical line-up, see the poster).
Remote submissions (by e-mail and IRC) were allowed.
While the releases and results had been missing for over two decades, they were recovered by main organizer Raver in October 2025.
