Mentions RCS-Lettermaker, Intromaker, Filemaster 1.3, Howlin's Remix and Kentilla-Tune (1 february 1987) as other productions to "look out for" - so likely released around the same time frame.
Noters were popular on the C64 in the late 80s and early 90s; basically they were small programs designed to write a little textplotter note with music - a precursor to info-files later spread with releases. They were regularly shipped with the editor, so if you received a note you could often use the same program to write one of your own.
