This is Wizard of Wor by Dave Nutting and published by Commodore. Mobygames says the Japanese release is from 1982 and the USA release is from 1983.

The C-64 was announced for the VIC-20 in Oct 1982 of Creative Computing. It was advertised as NEW in the Winter 1983 issue of Power Play and also reviewed.

CSDb lists this as a 1984 crack.
