Scrolltext says 15th of February but unfortunatly no year.
Looks like the art is derived from "No More Mr. Nice Guy" by Megadeth, which came out in january 1990 - so at least after that I guess?

I see this group's only other release - at least on the record - was in april 1992, so I guess february 1992 is a fair guess then?
