There are different reports about the sysop and location of this bbs. POW is said to be located in area code 703 (Northern Virginia), while Whistler is said to be located
in area code 415 (San Francisco). Ringworld Cracktro (february 1993) says sysop is "Whistler/POW", suggesting a joint sysop status, but obfuscates the area code. Coaster! Cracktro (21 october) and Classic Five Cracktro (november 1993) by Pentagram also gave the joint systops, and listed area code 415.
